Shannon Bell / OAR Director
Shannon Bell Shannon K. Bell was recently named the Director of the Office of Advocacy Relations for the National Cancer Institute. The office, which is part of the immediate Office of the NCI Director, is responsible for strengthening the Institute's communications and relationships with advocates, advocacy organizations, and professional societies and facilitating the Director’s Consumer Liaison Group. Prior to this appointment, Ms. Bell was the Deputy Director of the Office of Workforce Development at NCI. She joined the Office of Diversity as a Presidential Management Intern in 1999, and moved on to lead the PMF and other administrative intern programs beginning in 2001. While in the Office of Diversity she developed the Institute’s university recruitment program, working with Hispanic Serving Institutions and Historically Black Colleges and Universities to diversify science at NCI. In 2004, Ms. Bell led the strategic planning and implementation that transformed this office into its current form as the Office of Workforce Development.

Ms. Bell’s most recent activities include acting as an internal organizational development consultant and leading the executive coaching program. Ms. Bell’s interest in advocacy is long standing and has crossed numerous populations. She spent six years as a state social worker advocating for children and families. Ms. Bell holds a Masters in Social Work and a B.S. in Criminal Justice from the University of Wyoming.

Barbara Guest / DCLG Executive Secretary
Barbara Guest Barbara Guest has served as the Executive Secretary to the DCLG since March 2006.  Ms. Guest’s career has been devoted to working in health-related community based organizations, and public agencies.  Ms. Guest came to NCI in 2002 and worked in the Division of Cancer Control and Population Sciences, Epidemiology and Genetics Research Program as a Program Analyst. While at DCCPS, she was the co-chair of the Health Disparities Interest Group.  She joined DHHS in 1998 as a Presidential Management Intern. Prior to government service she was a Program Officer of a Community Foundation, an Executive Director of a Community Mental Health Center in Hartford  CT, and a senior program analyst at the New York City Health and Hospitals Corporation and an administrator in community hospitals in New York City.  From 1984 to 1986 she was an appointed member of the New York City Board of Health.  Ms Guest is a member of the American Public Health Association and the Metropolitan Washington Public Health Association, the local affiliate of APHA as well as the National Association of Social Workers. Ms. Guest holds an MPH from Columbia University and a M.S.W. from the University of Maryland at Baltimore.

James Hadley / Advocacy Program Manager
James Hadley James Hadley is the Advocacy Program Manager in the Office of Advocacy Relations at the National Cancer Institute. He came to NCI from the National Institute of Allergy and Infectious Diseases (NIAID), where he was the Public Liaison Officer in the Office of Communications and Public Liaison. Mr. Hadley completed the NIH Cadre Management Program in 2000. The highly competitive 18-month program provides leadership training and developmental opportunities. He received a bachelor's degree in journalism from San Jose State University in California, and earned a master's degree in mass communications from Howard University in Washington, D.C.

Brooke Hamilton Leggin / Program Analyst
Brooke Hamilton Brooke Hamilton Leggin is a Program Analyst in OAR, previously having served as a Health Communications Intern, Professional Societies Liaison, CARRA Program Coordinator, DCLG Executive Secretary, and Acting Director. She currently works on special projects and focuses on evaluation, website work, professional society meeting coordination, and information dissemination. A three-time melanoma survivor, Brooke brings a unique blend of personal cancer experience and knowledge of the research process to OAR. Before joining OAR in 2001, Ms. Leggin was a Ph.D. student in Applied Social Psychology at the George Washington University, where her research interests were in behavioral health psychology and cancer. Previously she was a summer research associate at the Center for the Advancement of Health and a teaching assistant at GWU. Brooke graduated magna cum laude from Randolph-Macon College in 1996 with a B.A. in Psychology and English.

Elizabeth Neilson / Consumer Advocates in Research and Related Activities (CARRA)
Program Manager
Elizabeth Neilson Elizabeth Neilson is OAR's primary contact for issues regarding current CARRA members, program orientation and training, and staff requests for consumer involvement in NCI activities. In addition, she also serves on the steering committee for TEAM Up, a national partnership to promote cervical and breast cancer screening among rarely and never screened women using evidence-based interventions. Ms. Neilson received a Bachelor of Science in Nursing from Emory University, as well as a Master of Public Health and a Master of Science in Nursing from Johns Hopkins University.

Linda Ticker / Program Assistant
Linda S. Ticker Linda Ticker is the administrative focal point for the office. She has over 15 years of administrative experience, both inside the Federal Government and in the private sector. Her previous NIH activities include positions in the NIH Executive Secretariat, the Neurology Information Office, and NCI's Office of Communications. Most recently, she currently serves as the administrative information portal for the Director's Consumer Liaison Group (DCLG) as well as for the Office of Advocacy Relations. She holds a B.S. Degree in Family and Community Development from the University of Maryland at College Park.
